Herbert W. Clayburn, M.B.A., M.L.S., AIT, serves as the Director of Administration & Chief of Staff at the Joint Pathology Center. With a strong background in military and administrative leadership, he brings extensive expertise in strategic operations, organizational management, and various process improvement methodologies, including, business process reengineering, customer satisfaction and workflow optimization.

Prior to his current position, Clayburn served as the Deputy Director of Administration at the Joint Pathology Center. In this role, he facilitated the oversight of critical administrative functions, optimized operations, and improved workflow and business process efficiency.

His dedication to excellence and strategic leadership has been instrumental in advancing this organization’s mission.

Before joining the Joint Pathology Center, Clayburn had the privilege of serving in the military for 32 years, retiring at the rank of major. Throughout his distinguished career, he held key assignments in administration, logistics, and laboratory operations. His military career began in the cavalry, serving with the Forward Support Battalions at Fort Hood, Texas, and the Military Entrance Processing Station in Des Plaines, Illinois. There, he held multiple leadership positions, including Battalion Operations Officer and Medical Laboratory Specialist.

His leadership experience further expanded through roles such as Sergeant Major, DPALS, at Walter Reed Army Hospital, Senior Equal Opportunity Representative and NCOIC of the Weapons of Mass Destruction Team at U.S. Army Medical Department Activity, Heidelberg, Germany, Senior Chemistry Instructor at the AMEDD Center & School, Fort Sam Houston, Texas, and Laboratory Technologist at Soto Cano Air Base, Honduras.

As an officer, Clayburn held a series of pivotal leadership roles, demonstrating expertise in quality assurance, laboratory operations, and organizational management. As Deputy, Quality Assurance at the United States Army Medical Research Institute of Chemical Defense, he played a crucial role in ensuring regulatory compliance and driving process improvements. Additionally, as the Laboratory Officer in Charge at the California Medical Detachment, Presidio of Monterey, and the United States Army Medical Institute of Infectious Diseases, he oversaw laboratory operations and supported biosafety levels 1-4 research protocols for animal and human studies.

Clayburn also served in key positions such as Chief, Quality Assurance, at Walter Reed National Military Medical Center, where he was responsible for ensuring accreditation compliance and upholding the highest standards in medical laboratory operations. His leadership further extended to his role as Chief, Blood Manufacturing and Distribution, where he managed critical supply chain operations to ensure the availability of essential medical resources. Additionally, he served as Acting Commander of the 95th Medical Detachment at Camp Humphreys Blood Depot, South Korea, directing vital operations that supported military medical readiness.

Throughout his military career, he excelled in leading high-performing teams, managing complex organizational structures, and ensuring mission readiness in dynamic and demanding environments.

Clayburn’s dedication and distinguished military service have been honored with numerous awards and decorations, including the Legion of Merit, the Meritorious Service Medal (4 Oak Leaf Clusters), the Joint Service Commendation Medal (1 OLC), and the Army Commendation Medal, among others. In addition to these accolades, he holds specialized designations such as the Medical Service Corps’ Allied Sciences (67B) area of concentration and 9B medical proficiency additional skill identifier.

Laboratory Sciences Proficiency Designator, awarded by the Surgeon General. His expertise is further demonstrated by additional skills identifiers in M4 Donor Center Operations, 3C Operational Contract Support, and 5K Instruction.

Clayburn holds a Master of Business Administration and a Master Certificate in Regulatory Compliance. His educational background is further enriched by extensive military and professional development, including the Army Medical Department Captain Career Course, Lean Six Sigma Green Belt Course, and specialized training in regulatory compliance, facility development, and emergency response. Additionally, he has contributed to academia as an adjunct faculty member at George Washington University and has served on the Institutional Review Board at Walter Reed Army Medical Center, demonstrating his dedication to continuous learning and leadership excellence.

Clayburn has completed specialized training in a range of critical areas, including the Medical Management of Chemical and Biological Casualties Course, Field Management of Chemical and Biological Casualties Course, and Hospital Management of Chemical, Biological, Radiological, Nuclear & Explosive Incidents . His expertise also extends to the Field Identification of Biological Warfare Agents and the FIBWA Managers Course, as well as the Medical Effects of Ionizing Radiation Course and the Tropical Medicine Course, further strengthening his proficiency in emergency response and medical readiness.
