Lapse in Federal Appropriations

The most recent appropriations for the Department of War expired at 11:59 p.m. EST on September 30, 2025. Military personnel will continue in a normal duty status without pay until such time as a continuing resolution or appropriations are passed by Congress and signed into law. Maj. Gen. Jeannine M. Ryder is the Commander of Medical Readiness Command – Bravo, Acting Assistant Director of the Defense Health Agency Healthcare Administration, and Director of the Defense Health Network Continental. MRC-B is an evolving organization transitioning to cultivating present and future medically ready forces for four major commands, two Direct Reporting Units, and all United States Space Force installations. The organization sustains over 12,000 ready medical forces at 33 medical units capable of thriving in the most challenging environments.

As the AD-HCA, Ryder provides leadership in the administration and management of healthcare delivery across all DOD hospitals and clinics. She also oversees the sustainment of the medical readiness of the armed forces and the readiness of the medical force within a unified Military Health System, and assists the DHA Director in the planning, direction, and management of healthcare facilities, implementing policies, procedures, and directives that affect healthcare delivery and administration, and provides cross-functional support to the markets and manages the TRICARE Health Plan.

Ryder also serves as the Director for DHN Continental, overseeing executive management, clinical operations, business operations, and strategy for 26 military hospitals and clinics operating on Air Combat Command, Air Force Special Operations Command, Air Force Materiel Command, U.S. Space Force, and Colorado Springs installations. She is responsible for a $1.1 billion budget, providing healthcare to over 480,000 beneficiaries.

Ryder graduated from Boston College in 1991 with a Bachelor of Science degree in Nursing. She has commanded at the flight, squadron, group, wing, and field operating agency levels in both deployed and in-garrison environments. Before her current assignment, Ryder was the Commander of the 59th Medical Wing and Market Director of the San Antonio Military Health System, Joint Base San Antonio-Lackland, and served as the 18th Chief Nurse of the Air Force.
