Ms. Regina Julian is a member of the Senior Executive Service and currently serves as the Deputy Assistant Director, Healthcare Operations, Defense Health Agency, Falls Church, Virginia. She is responsible for the policy, procedures, and direction of healthcare delivery in the military hospitals and clinics, management of the Military Health System’s electronic health record, MHS GENESIS, and for the MHS's integrated health care delivery system on behalf of 9.5 million beneficiaries.

Ms. Julian previously served as the Chief of the Healthcare Optimization Division at the DHA. She was responsible for primary and specialty care operations, patient experience, healthcare informatics, access to care, referral management and virtual health execution and for integrating appointing capabilities with the TRICARE network. Prior to assuming her current duties at DHA, she served for 20 years as an Air Force Medical Service Corps officer, during which she held a variety of group practice management, financial, business operations, analysis and healthcare operations positions at the medical facility, regional command, and headquarters levels.

A Fellow in the American College of Healthcare Executives, she has a Master of Health Administration from the University of North Carolina at Chapel Hill and a Master of Business Administration from Georgetown University.
