Personnel and Administration

Personnel and Administration (J-1) supports the entire DHA workforce by managing human resources, manpower requirements, performance management, and workforce development. J-1 support the infrastructure of DHA, such as facility management, personnel security, and administration. They safeguard MHS beneficiary and DHA workforce information through administration of compliance programs under the Health Insurance Portability and Accountability Act, the Privacy Act, the Freedom of Information Act, and civil liberties statutes and regulations.

Resource Management

Resource Management (J-8) conducts the systematic planning, programming, budgeting, execution, accounting and auditing of the roughly $56 billion supporting the MHS mission. J-8 is responsible for the policy, procedures, and direction of budgetary matters, financial management and accounting, audit procedures, and facilities management with respect to the provision of health care across the MHS.

Contract Resource Management

CRM is responsible for the accounting, financial support, and financial reporting for TRICARE's centrally funded private sector health care programs and the TRICARE Retail Pharmacy Refunds Program. CRM provides budget formulation input, carries out budget execution, and prepares component financial statements and footnotes. In addition, CRM is responsible for processing invoices received electronically from its contractors, and through the TRICARE Encounter Data Set, reporting these transactions through accessible electronic media.

Programming Directorate

DHP Programming is responsible for overseeing the programming and budgeting phases of the planning, programming, budgeting, and execution process for the Assistant Secretary of War for Health Affairs and the Defense Health Agency. This includes developing, analyzing, integrating and delivering the DHP Program Objective Memorandum, Budget Estimation Submission, and President’s Budget for the DHP Appropriation to Office of the Undersecretary of War - Comptroller and Congress.
