Senior Master Sgt. Jacob Holubar is the Acting Senior Enlisted Leader for the Assistant Director, Health Care Administration for the DHA. Prior to this role, he served as the Senior Enlisted Advisor for Defense Health Agency Public Health, an enterprise consisting of a $308M budget and 1.2K joint employees guiding all public health activities across the Military Health System to include clinical public health, environmental health, health promotion, health surveillance and epidemiology, occupational health, communication science, emergency management, laboratory services, toxicology, and veterinary services. The enterprise delivers public health solutions for the Combatant Commands, DOD installations and communities while providing guidance to a workforce with more than 50,000 DOD civilian and military personnel with a combined budget of over $1.5B annually.

Holubar entered the U. S. Air Force in March 2006, from Key West, Florida. He initially joined as a Public Health Technician, serving at a variety of bases prior to being selected as an Enlisted Accessions Recruiter and subsequently returning to the public health career field. Prior to his current position, he served as the Senior Enlisted Leader for the 21st Medical Squadron at Schriever Space Force Base, Colorado.

Holubar has supported Operation ODYSSEY DAWN and deployed in support of Operations INHERENT RESOLVE and FREEDOM’S SENTINEL. His awards include Air Force Meritorious Service Medal with one device, Air and Space Commendation Medal with three devices, and Air and Space Achievement Medal with one device.

Holubar earned his Bachelor of Arts in Public Relations/Marketing from Ashford University in 2012, and Master of Arts in Organizational Leadership from Baker University in 2021. He also attended the Senior Noncommissioned Officer Academy in 2024, among other educational accomplishments.
