Information for Patients
There are more than 15,0000 active duty service members diagnosed with a primary substance use disorder annually. Military hospitals and clinics across the Military Health System provide the full spectrum of care for substance use disorder ranging from outpatient counseling to medically managed inpatient services. The Substance Use Disorder Center of Excellence provides residential addictions treatment in a setting that is culturally sensitive to the military population including both active duty and other beneficiaries. Patients who prefer to get their care within the Military Health System may ask their provider to make a referral to the Substance Use Disorder Center of Excellence.
Substance use disorder treatment involves a spectrum of care ranging from outpatient treatment to medical managed intensive inpatient services. The Substance Use Disorder Center of Excellence features the following capabilities, which are organic to the Department of Mental Health:
- Mental health/substance use disorder outpatient clinic
- Residential substance use disorder treatment ward, including 24/7 nursing
- Therapy space (individual or group therapy)
- Transcranial magnetic stimulation
- Laboratory and radiology services
- Mental Health Service Line, including:
- Psychiatry
- Social Work
- Psychiatric Nurse Practitioners
- Occupational Therapy
- Recreational Therapy
- Neuropsychology
- Mental Health Nursing
- Mental Health Technicians
- Family Therapy (pending)
- Case Management/Care Coordination
- Clinical Investigations and Research
The following specialties and support services are aligned to and/or share staff with the Substance Use Disorder Center of Excellence:
- Pain Management
- Sleep Medicine
- Laboratory and Radiology Services
- Internal Medicine (Medical Surgical Consultation)
- Other medical specialties in-house at BAMC for consultation (i.e. pulmonary, cardiology, orthopedics, dermatology, etc.)
- Inpatient Intensive Care Unit (collocated at BAMC; may perform detoxification prior to inpatient admission)
- Physician Assistants
- Physical Therapy
- Ancillary Support (lodging)

If you're a TRICARE beneficiary, you'll follow TRICARE's referral process.
The following beneficiaries meeting the referral criteria may be referred to the Center of Excellence:
- Active duty service members (any location)
- Other beneficiaries within the 40-mile catchment area of BAMC
- Non-active duty TRICARE Prime and TRICARE Prime Remote enrollees over 100 miles from their primary care manager’s location requiring residential addictions treatment
Information for Healthcare Teams
The Substance Use Disorder Center of Excellence is scoped to residential treatment facilities within the MHS that primarily focus on inpatient treatment of substance use disorder and provide medically-managed residential inpatient care on par with American Society of Addiction Medicine Level 3.7 criteria. BAMC’s Residential Treatment Program for Addictions meets all ASAM Level 3.7 criteria and is the only residential treatment facility with an embedded research mission capable of providing psychological testing/assessment services. BAMC’s Residential Treatment Program has been continuously recognized with The Joint Commission® “Gold Seal” certification as an addiction treatment center since program inception in 2015.
The Substance Use Disorder Center of Excellence is positioned to support the full spectrum of care that may be required for an individual with a substance use disorder, including:
- Outpatient therapy
- Intensive outpatient programs
- Medically managed residential treatment
- Acute inpatient detoxification
Substance Use Disorder Center of Excellence leaders worked with the DHA Integrated Referral Management and Appointing Center to create clinical criteria for cases to be prioritized for virtual consultation by or referral to the Center of Excellence location for treatment. Priority cases for referral may include patients with:
- A diagnosis of moderate to severe alcohol abuse or dependence
- Medical complications requiring detoxification or 24/7 supervision
- Opioid use disorder
- Co-occurring mental health disorder(s) or physical health diagnoses
- History of unsuccessful outpatient treatment for substance use disorder diagnosis
MTF providers may initiate a referral for virtual consultation using MHS GENESIS Referral Management 2.0.
Managed care support contractors will work with TRICARE Health Plan and the DHA Integrated Referral Management and Appointing Center to assess beneficiaries’ eligibility to receive care at this Center of Excellence based on target clinical referral criteria.
