Naval Medical Center San Diego successfully concluded fiscal year 2026 by executing 99.99% of its $664.4 million operating budget at midnight Sept. 30, directly translating disciplined fiscal stewardship into operational lethality and positioning the military treatment facility to spearhead Line of Effort 1 of the newly signed Defense Health Agency Campaign Order.
The closeout culminates a year of agile financial operations and supply-chain synchronization across the Navy’s largest West Coast medical center. Despite navigating early-year budget uncertainties, an extensive government shutdown, and continuing resolutions, NMCSD captured $8 million in sweep funding during the final two months of the fiscal year. Those funds were immediately funneled into purchasing critical medical equipment and clinical modernization before the closeout deadline.
The release of the fiscal year 2027 DHA Campaign Order, signed Sept. 30 by DHA Director Vice Adm. Darin K. Via, establishes the agency’s full transition as a combat support agency dedicated to generating warfighter readiness. With DHA Pacific Rim Network Director Rear Adm. Reginald S. Ewing III selected to lead Line of Effort 1 – "Deliver Warfighter Medical Readiness" – NMCSD is situated at the epicenter of the agency's primary operational focus.
“Closing out the fiscal year with a 99.99% execution rate is a testament to our team’s agility, discipline, and refusal to miss a moving target,” said Capt. Jodi Phillips, NMCSD director of resource management and command comptroller. “From optimizing revenue-cycle operations to securing critical clinical acquisitions in the final hours, our financial and logistics professionals worked closely with clinic leadership to ensure the services and requirements to provide timely, safe, and highest quality patient care is where our money is prioritized. Because we maximized buying power in fiscal year 2026, we enter fiscal year 2027 better prepared to successfully drive DHA's campaign lines of effort.”
Aligning Financial Discipline with Campaign Lines of Effort
Throughout fiscal year 2026, NMCSD’s Resource Management and Logistics Teams carried out targeted initiatives that directly support the DHA Campaign Order's core tenets:
Delivering Warfighter Medical Readiness: Prioritized funding to hire 284 civilian and contract personnel that will improve active-duty medical care access, and increase operating room capacity directly aimed at ensuring surgical capability is available within 14 days of a surgical determination to quickly return the warfighter back to the fight.
Deliver Medical Warrior Currency and Deliver the Healthcare Enterprise Beneficiaries Deserve: As one of DHA’s Core 15 military medical treatment facilities, NMCSD received an investment of $36M, replacing aging medical equipment and modernizing services to increase direct care services that is focused on increasing capacity that will retain clinical complexity to sustain and sharpen necessary skill sets for deployed combat casualty care.
Deliver Joint Warfighter Capabilities and Resource Optimization: Rapidly supported the deployment of 258 active-duty personnel, and sustained government travel card compliance above 97 percent that earned a MEDIG Certificate of Recognition for superior DTS and Government Travel Charge Card program oversight.
Agile Logistics Drive Front-Line Capability
Synchronized with comptroller execution, NMCSD’s Medical Logistics Department ensured medical materiel and advanced clinical tools flowed uninterrupted across the command executing more than 1,300 rapid procurement actions.
Logistics specialists also led enterprise supply-chain modernization by transitioning hundreds of personnel to next-generation digital logistics systems, expanding total asset visibility and inventory control.
“In medical logistics, our mission is to translate fiscal resources directly into warfighting readiness,” said Lt. Amanda Rabbitt, NMCSD medical logistics assistant department head. “During the fiscal closeout, our acquisitions, materiel operations, purchasing and biomedical teams converted late-year funds into 52 major medical technology additions, including new anesthesia suites and modernized dental delivery units. By maintaining more than 33,000 active medical devices across the enterprise and ensuring uninterrupted deliveries to our customers, our logistics team has built a resilient logistical foundation to drive Line of Effort 1 from day one of the new fiscal year.”
Setting the Enterprise Standard for FY27
As the flagship medical center of the Pacific Rim, NMCSD’s year-end momentum reinforces its role in demonstrating how regional medical centers operationalize DHA's strategic priorities.
Capt. Jerry J. Bailey, director of NMCSD and commander of Navy Medicine Readiness and Training Command San Diego, underscored that fiscal and logistical precision directly underwrite combat lethality and warfighter survival. “The new DHA Campaign Order makes one thing unmistakably clear: we are a combat support agency whose primary reason for being is warfighter medical readiness,” said Bailey. “With our Pacific Rim Network Director leading Line of Effort 1, the spotlight is firmly on Team Balboa to show what right looks like. When our clinicians return Sailors and Marines to duty, when our Centers of Excellence heal the complex combat wounded, and when our logistics teams field the latest equipment, we are actively delivering on that campaign order.”
Bailey challenged the staff to maintain an aggressive operational posture as the new fiscal year begins. “Our financial and logistics teams proved in fiscal year 2026 that they do not admire problems — they solve them, eliminate barriers, and execute,” Bailey said. “We will not wait to be told what right looks like; Team Balboa will define it for the military health enterprise. We took care of business in FY26, and now we are ready to keep moving out and drawing fire together in FY27.”
