Naval Medical Center San Diego and Navy Medicine Readiness and Training Command San Diego recently marked a major workforce milestone, celebrating the successful onboarding of more than 444 new civilian healthcare professionals and support staff over the past two years, bringing the command’s civilian workforce to more than 2,000 personnel.

Command leadership, supervisors, administrative teams, and newly onboarded personnel gathered to recognize the sustained cross-departmental collaboration that made the accelerated hiring and integration campaign possible. The staffing initiative directly aligns with the Defense Health Agency’s Campaign Order and its CORE 15 framework — an enterprise strategy designed to optimize clinical operational capabilities, drive healthcare delivery across the Military Health System, and sustain the medical readiness of the joint warfighter.

“Reaching this milestone reflects the dedication of our entire team to supporting our patients, our operational units, and the broader Navy Medicine mission,” said Capt. Jodi Phillips, NMCSD director of resource management. “Bringing on more than 444 civilian teammates over the past 24 months took remarkable teamwork across our resource management, human resources, and department leadership. This gathering is our opportunity to extend a sincere thank-you to everyone whose hard work streamlined the onboarding process and brought exceptional talent to Team Balboa.”

Civilian personnel provide essential institutional continuity and clinical expertise within military treatment facilities, serving alongside uniformed service members who regularly deploy to afloat platforms and forward-operating environments across the Pacific.

NMCSD's onboarding initiative supports key lines of effort within the DHA Campaign Order by strengthening patient-centered care, enhancing healthcare access for active-duty personnel and their families, and standardizing administrative and clinical processes across the medical center and its branch health clinics.

Capt. Jerry J. Bailey, director of NMCSD and commander of NMRTC San Diego, emphasized that civilian workforce integration is fundamental to the command’s overall mission readiness. “Our priority is ensuring our medical personnel and operational forces are trained, equipped, and ready to answer the call,” Bailey said. “A strong, agile civilian workforce forms the bedrock that enables our active-duty sailors to deploy with full confidence that care on the home front remains continuous and uncompromising. Every professional who joins our team strengthens our CORE capabilities and directly supports warfighter readiness.”

Through continued collaboration with regional partners and innovative talent-acquisition strategies, NMCSD and NMRTC San Diego remain focused on delivering reliable, accessible, and high-quality care to ensure combat-credible medical support across Southern California and the Indo-Pacific.

NMRTC San Diego's mission is to prepare service members for deployment in support of operational forces, deliver high-quality health care services, and shape the future of military medicine through education, training, and research.

NMCSD employs more than 5,600 active-duty military personnel, civilians, and contractors in southern California to deliver exceptional care.
