Brig. Gen. Alfred K. Flowers Jr. is the Chief of Staff, Defense Health Agency and the 22nd Chief of the Medical Service Corps, Office of the Air Force Surgeon General, Falls Church, Virginia. As Chief of Staff, Brig. Gen. Flowers integrates joint, Combat Support Agency clinical and business support to Combatant Commands across nine global healthcare networks, consisting of 728 Medical and Dental Treatment Facilities. His role is integral to the execution of a $61 billion unified medical budget that enables 127,000 civilians and military personnel to sustain a medically ready force and ready medical force through $20.6 billion in reasonably priced TRICARE services to 9.5 million beneficiaries. In addition, he leads Air Force, Army, Navy and U.S. Public Health Service elements in oversight of cross-functional medical forces that inform agency inputs to the Office of the Secretary of Defense, The Joint Chiefs of Staff and Congress. As the Medical Service Corps Chief, Brig. Gen. Flowers is the senior healthcare administrator in the Air Force and is responsible for accessions, development and management of 1,800 active duty, National Guard, and Reserve healthcare administrative professionals in the Corps.

Brig. Gen. Flowers received a direct commission into the Medical Service Corps and graduated Commissioned Officer Training School in 1997. He has served in various Medical Service Corps, aide-de-camp, fellowship, and command positions at the squadron, center, field operating agency and headquarters levels, including the Office of the Secretary of Defense, and NATO. He is board certified from the American Academy of Medical Administrators and is a member of the American College of Healthcare Executives.

Brig. Gen. Flowers holds master’s degrees in Health and Community Service Administration; Logistics Management; National Security Strategy; and Operational Art and Design. His military education includes the U.S. Air Force Medical Intermediate Executive Skills Course, Military Health System Capstone Course, and the Joint Medical Strategic Leadership Program.

Prior to this role, Brig. Gen. Flowers served as Director, Manpower, Personnel, and Resources, and Chief, Medical Service Corps, Office of the Air Force Surgeon General, and before that as Command Surgeon, Space Operations Command, Peterson Space Force Base. His other assignments include Commander, 99th Medical Group, Nellis Air Force Base; Commander, 52nd Medical Group, Spangdahlem Air Base; Chief, Medical Support Operations Division, Air Force Medical Support Agency, Office of the Air Force Surgeon General; Executive Officer to the Air Force Surgeon General, Pentagon; Fellow, Office of the Under Secretary of Defense (Comptroller), Defense Health Program, Pentagon; Commander, 86th Medical Support Squadron, Ramstein Air Base; Kosovo Force (KFOR) Deputy Medical Advisor (SG2), Deputy, Combined Joint Medical Branch, Operation Joint Guardian, Pristina, Kosovo; and more.

Brig. Gen. Flowers’ awards and decorations include the Legion of Merit with two oak leaf clusters, Defense Meritorious Service Medal, Meritorious Service Medal with six oak leaf clusters, Joint Service Achievement Medal, Air and Space Force Organizational Excellence Award with Valor Device and three oak leaf clusters, Air and Space Force Recognition Ribbon, Kosovo Campaign Medal, Global War on Terrorism Service Medal, Nuclear Deterrence Operations Service Medal with oak leaf cluster, and NATO Medal.
